I do NOT get it.

It's a POV clock, just like those "magic floating letters" clocks you can buy, only it spins all the way around. There's a row of LEDs on the circuit board that flash when they're in the right spots, and since it's spinning and flashing so fast, our eyes (and the camera) blur the flashes together so that we see them all on constantly.
