He's not dumb--he just likes water that tastes like feet.
I've seen other cats do that too. My cat did it sometimes. He actually wouldn't drink from the bowl unless no one was home. He always begged to drink the water running from the tap in the bathtub. can't say I blame him. It probably tasted better. :P
